Symptoms
Office 365 autoconf.py script fails:

poaupdater.openapi.OpenAPIError: ERROR: insert or update on table "Plan" violates foreign key constraint "Plan_planCategoryID"
DETAIL: Key (planCategoryID)=(1) is not present in table "PlanCategory".
Cause
Software-related issue #APSA-17057: "Error when starting autoconf.py".
Resolution
The issue is fixed in Office 365 16.8.3 package version. Consider application upgrade.
