Symptoms
Changes made to a Service Plan (e.g. a new Resource Rate is added to the Plan) on OA Premuim 6.0 are not propagated synchonizing a Reseller after upgrade to 7.1 or later, despite of the fact that proper sycnhonization option is chosen.
Cause
The issue is caused by #PBA-84119 "If a Resource Rate is created in a parent plan before upgrade to 7.1, it cannot be sychronized to delegated plan after the upgade".
Resolution
To workaround the issue, please, make some change to a parent Service Plan, e.g. change limit in a Resource Rate and then change it back. After that try to synchonize the Reseller again.
