Symptoms
Office 365 license provisioning fails.
sitelog error:
ERROR aps_endpoint: SubscriptionsController.OnSubscriptionChanged finished by exception
Office365.PBA.PBAException: Server returned a fault exception: [-1] ... User Disabled.
Cause
Billing API request cannot be completed: BA API user specified in the User name for connecting to Business Automation API Application Instance property is disabled.
Resolution
Please enable the user in the Billing CP.
