APS-40991 Increase performance of the pem.setAccontInfo() and pem.setResourceTypeLimits() POA OpenAPI calls up to 3x times for accounts with subscription on a service template with APS2 resources. These methods in turn increase performance of the Upgrade Orders for APS2 services (or bundles with APS2 services). Actual improvement depends on database volume and service template.
