Symptoms
Country is reset to USA in the on-line store checkout screen if email validation failed.
Cause
The issue is caused by the bug with id #PBA-79738 ("During creation of account from OnlineStore all entered data at all field is lost in case of error in one field").
Resolution
The bug is fixed in OSA 7.2, to get more details please contact your TAM/pta team.
