OA notification templates: "From" field cannot be customized.

Symptoms

Case 1: Field From cannot be customized under different languages in System > Settings > System Notifications > Email Templates.

Steps to reproduce:

Open "PCP > System > Settings > System Notifications > Email Templates" and select any template
Click "Edit" in section "Locale: English (United States)" and change value in field "From" to "Eng <${vendor_tech_email}>"
Scroll down to the "Locale: Russian (Russia)" (or any other language) and click "Edit"
Note the same "From" field value: "Eng <${vendor_tech_email}>"
Same time, if we change it to "Rus <${vendor_tech_email}>" in the russian section, it is in Russian everywhere

Case 2: Value of field From cannot be changed in some cases. After clicking Submit old value is shown in PCP

Software-related issue POA-111616: "OA notification templates: field "From" can be customized only for English locale".
