Symptoms
A VE backup is not listed in CP. VE history tab shows 'Backup in progress' state with no success.
The following errors are observed in /var/log/pa/vps.log:

Where: SQL statement "INSERT INTO backups_to_remove(id, ended, bnode_ref, backup_size, vm2vf_id)
2017-04-08 09:15:56,140 (3f2ebddd-b8dc-408f-8962-9fd67a001580) ERROR GenericBackupTask [Shared executor thread #8 @2 @BACKGROUND] - Failed to save backup {632d3fd0-6f69-48f4-b2f4-cfee943fe0d4} for VeId [customerId=1000104, name=first-server]
Cause
The issue is acknowledged as CCU-14971 (backups rotation failed in case > 10 full backups in failed state in DB)
