O365 reconciliation report contains Russian characters in incorrect encoding when exported in Excel view

Symptoms

When exporting the Office 365 reconciliation report in CSV format at PCP -> Applications -> Office 365 -> Instances -> Microsoft Office 365 -> Reconciliation Report -> set dates for the last whole year -> export, the resulting file contains unreadable signs instead of Russian characters, an example: "Р‘Р°Р°РЅ Р•РІСЂР°Р·РёСЏ"

Cause

The issue is recognized as APSA-17954: O365 reconciliation report - Russian characters incorrect encoding in Excel

Resolution
