Symptoms
When changing the resource limits from CCP, from APS2 wizard (e.g. Office 356 updating the number of licenses) wrong resource limits are passed to the billing - on order placement screen different resource quantity is displayed. That happens only under the specific locale, when logged in with English limits passed are correct.
Cause
The issue is caused by software-related issue #PBA-78130: "APS2 resource upgrade wizard works incorrectly if BA separators are customized".
Resolution
The only workaround until the issue is fixed is customizing the decimal and thousands delimiters for the locale the issue is reproduced for. Basic information about separators can be found in the documentation. The steps to change are described in the kb #122441, but for this specific case default separators are to be set:
