Symptoms
There is an order in the "Provisioning Failed" status, however all its provisioning items are completed.
Cause
Such situation may occur under certain circumstances - e.g. the task "Creation Completed" failed on the first attempt (which made an order to go to "PF" status), but completed on the second or third attempt (which changed the provisioning item status to "Completed"). It is also possible that initially OA provisioning failed (task failed) and was later resubmitted. The status "Provisioning Failed" is a final order status, so the task "KickSleepingOrders" cannot do anything with such orders and its status is left until manual resubmit.
Resolution
Resubmit an order, its status will be changed to "Completed". Feature Request with id #PBA-57300 ("Complete order when items are completed") exists to improve/automate the procedure.
