Symptoms
It is not possible to cancel an order or do some other operation with it, attempt fails with an error message:
Table Report doesn't contain row with id <ID>
Cause
The issue is caused by the bug with id #PBA-65975 ("Failed order can not be opened if problem report was deleted").
