Symptoms
Provisioning of the order for downgrading WAP add-ons fails with the following error in Provisioning Items tab:
Upgrade failed:Parallels Operations Automation error #extype_id #1, module_id #Common, Internal error: Unexpeced C++ exception: [AZURE] {"Code":"InvalidQuota","Message":"The quota setting is invalid. There may be conflicts between the plan's quotas and one of its add-ons.","Details":[{"Code":null,"Source":"Microsoft.WindowsAzure.Server.Management.Core","Message":"Cannot update subscription 2e22f65d-fee8-41fb-a09a-15c90aed6a97 to a different stamp and/or cloud."}]}..
However, in fact some add-ons are removed from WAP subscription. To complete the order, it is necessary to resubmit it several times.

Resolution
The issue has been fixed in Windows Azure Pack APS update 3: https://kb.cloudblue.com/en/122734. Please update APS package to this version to fix the issue.
