PlaceOrderAndAuthorize_API does not check the login mask from Login Settings

Symptoms
There are user logins that do not correspond to the mask set in the login settings. The users were created as a result of API call PlaceOrderAndAuthorize_API.
Cause
PlaceOrderAndAuthorize does not check the login settings, this is a bug with id #PBA-62079.
