Cause

Such error is explained in the Microsoft KB article "Windows cannot open this program because it has been prevented by a software restriction policy" error message when a user tries to open a file in Windows Server 2003.

Servers administrators might have applied restriction policies to all hosts in domain where servers with Windows 2003 and Windows 2008 or higher are installed.

Also, such an issue can be caused by incompatible update installed on MPS server: http://support.microsoft.com/kb/2918614/en-us. The compatibility of MS update has been introduced in scope of the request POA-88031 fixed in POA 5.5.8.

Resolution

Update your environment to POA 5.5 update 8. As a temporary workaround, you may exclude Windows 2003 servers from restriction policy or uninstall MS update KB2918614 from MPS server.
