Symptoms
Customer creation with empty attribute fails with error:
Attribute [attribute] with value must be unique for this reseller. Another customer already has an attribute with the same value.
Cause
Attribute [attribute] has Allowed Value set to Unique per Vendor and there is already exist account with empty attribute.
Resolution
Change attribute [attribute] and set Allowed Value to Not unique.
