Symptoms
Billing orders are not created for PACI subscription, which is in Credit Hold status.
Cause
Issue caused by bug PBA-54452.
Resolution
The issue was fixed in PBA-E 5.5.4. Please consider upgrade to the latest version of PBA-E.
