Symptoms
Account verification is enabled for default tax zone. An account in 'Verification required' status can 'top up' his balance or create payments manually from Customers Control Panel.
How can Provider prohibit such customers from creating payment before they are verified and approved?

Resolution
Currently Account Verification feature only blocks order provisioning, but not payments. A feature request to improve the functionality with ID PBA-59081 has been submitted to Parallels Automation Maintenance team.
