Symptoms

  • The subscription was stopped by the daily billing process, in the subscription service status history there is a record:

    Service Stopping: Automatical Synchronization: Stop Service Overusage of resource #<resource_ID>
    
  • PBA shows that this resource is currently not purchased - there is no included or additional amount of it, POA shows resource usage as zero.
  • The resource <resource_ID> exists in the corresponding service plan rate as a part of a composite resource only.
  • The resource <resource_ID> (not composite POA resource) is set as Controlled by Billing System in its properties.

Cause

Check the recent upgrade/downgrade/change orders on this subscription. There shall be an order to unprovide the composite resource which includes the POA <resource_ID>.

PBA does not allow the resource downgrade below its usage with one exception - when the resource is a part of a composite one and is not included to the service plan rates as an ordinary resource rate. In a situation described the system cannot check the resource actual usage and therefore cannot forbid the resource downgrade. There is a feature request with id #PBA-44918 ("User is allowed to place a downgrade order for a composite resource with the new limit below current usage in POA") to prevent such issue from happening.

The order placed had unprovided the resource on POA side, but its usage history was still kept in POA and PBA databases. Because of the resource setting Controlled By set to Billing System, with the next daily billing PBA calculated the average of the resource usage from the beginning of the billing period and compared it with the current limit set. As after the downgrade the limit changed to 0, the average amount used is more than 0, the subscription is stopped by PBA.

Resolution

To avoid such situation you may:

a) set the POA (not composite) resource to be controlled by External system. Usually (unless resource overusage is allowed by POA) there is no reason to have the non-measurable POA resource to be controlled by PBA, as anyway only purchased resource quantity is allocated for non-measurable resource.

b) you may include the resource_id as a non-composite resource to the service plan resource rates, this will not allow the resource to be downgraded when its usage is more than the limit attempted to be set.
