Symptoms
According to the documentation AccountVerifyData_API is supposed to verify all the account contact data, but it does not seem it works as described.
Cause
The method can only validate the following parameters - LoginID, PasswordID, ZipID+CountryID and custom attributes. There is a request with id #PBA-52862 to describe the method properly.
