Symptoms
In case there are issues with PACI Instance Manager (i.e. if PACI is not yet deployed, but only instance manager PPM package is installed, or PACI manager is malfunctioning), Providers' staff members cannot be created in POA.
The following error is logged in PEMGATE.log:

Cause
The issue has been submitted to the Maintenance Team as internal issue with id CCU-6745; the fix was included in POA 5.5 update 2, please install it.
Resolution
Create the staff members once again when the PACI Instance Manager has been removed(in case it was deployed incorrectly) or after PACI Instance Manager is functioning properly.
