Symptoms

PBA version is 5.4.12-5.4.14
Billing orders (for the resources overusage) are created for the stopped subscriptions of the accounts in the "Credit Hold" status.

Cause

The issue is a product bug, #PBA-49121.

Resolution

Update an installation to PBA 5.4.15 or above.
