Symptoms
An order requires manual operation, clicking Mark as Completed in Home>Operation Director>Provisioning Manager>Manual Operations>[necessary item] has no effect, no error occurs, an item is left in the list, an order stays in MO (Manual Operation required) status.
Cause
A quotation mark " was used in the Comment field when completing an operation.
Resolution
The issue is to be corrected in the future product updates within an internal request #PBA-52148. For now avoid using " in Comment when completing manual operation.
