Symptoms
A user logged into PBA Customer Control Panel with non-English language and tried to transfer a domain without a transfer key.
PBA displayed the 'Transfer key is required' error message in English ignoring the user's locale.
Cause
In PBA 5.4 the error message 'Transfer key is required' cannot be localized, it is caused by the issue PBA-47691.
Resolution
Upgrade to PBA 5.5.
