Provisioning of orders on domain registration in zones .sg/.com.sg through the WEBNIC plug-in fails, the following error message is displayed on the Service Status History tab of the subscription and in the WEBNIC.log on the PBA Application Server:

Domain registration in Registrar failed: error no: 4 error text: System message (Administrator Contact creation failed)

Cause

When registering a domain the customer indicated wrong identity number for administrative contact or has chosen "Organization contact" for it in the domain configuration settings. The parameter Administrative Identity Number (RCB No or Singapore ID, in the WEBNIC.log it can be seen as 'custom_adm1') is mandatory for successful .sg/.com.sg domains registration. From the official Webnic requirements:

Registrant is require to appoint a local individual with a valid SingPass ID as the administrative contact.

Resolution

If the customer has input incorrect Administrative Identity Number, correct it:

Failed order -> Provisioning Items tab -> click on Item ID -> input the correct Administrative Identity Number -> resubmit an order for provisioning.

If you do not see Administrative Identity Number field in the provisioning item settings, it means the customer has chosen an organization type of contact for administrative contact. In this case it is required to cancel an order and place a new one with correct information.

An ability to place an order for .sg/.com.sg domains with organization type of contact for administrative contacts is considered as a bug, #PBA-54365, which is fixed in PBA 5.5.5. Since that version only individual can be selected as administrative contact for .sg domain registration via WebNIC.
