Answer
The privilege PRODUCT_MANAG_VIEW_PLANS is required for the user to be able to view the "Service Terms" menu with short policy description, without possibility to add, edit the terms or view the list of the subscriptions/plans assigned.
For the user to able to make the changes to the Service Terms, create new ones, in addition to PRODUCT_MANAG_VIEW_PLANS privileges PRODUCT_MANAG_MODIF_PLANS and CONFIG_SALES_FIN_SETINGS are required.
