When I reboot the server and then try to access Helm I get the following error:
Microsoft VBScript runtime error '800a01ad'

ActiveX component can't create object

/include/system.asp, line 238
Reinstall MS XML 4.0 SP2 on the machine - it has been known to cause issues similar to the above error if it is corrupt. This can be obtained here:
Now open the Configuration Tool, go to the System Identity tab and enter the HELM_ADMIN NT account password (the password you used when installing Helm). Check the box underneath for Rebuilding COM+ Components and click Apply. Accept the confirmation, and wait until completion. Once completed, Helm should work correctly.
