Upon rebooting the server, you get the following message when trying to access Helm:
Server object error 'ASP 0178 : 80070005'

Server.CreateObject Access Error

/include/system.asp, line 295

The call to Server.CreateObject failed while checking permissions. Access is denied to this object.
The utility UPHClean which is in the IIS lockdown for Windows 2000 and is a separate utility for Windows 2003, fixes some of the issues that Windows has, but it appears to mistake the HELM_ADMIN account for one that shouldn't have access.
Disable UPHClean on your server, and Helm should work correctly. You may need to re-run the latest (non-Beta) update if it doesn't work immediately.
If it still doesn't work, go to the Control Panel Website tab of the Configuration Tool. Uncheck the box and click Apply, then check the box and click Apply. This recreates the site in IIS and overwrites anything that UPHClean might have done.
