Symptoms
It is not possible to manage ordered services in CCPv1 when entered directly with customer's credentials.
However Login as customer from provider control panel allows to manage services.
Cause
Customer account is disabled on OA side, but active on billing side.
Resolution
Apply pem.enableAccount public method to activate customer account in OA.
