Symptoms
When trying to assign an Office 365 license to a user in CCP v2 and there are no available licenses on the subscription, the message Resource limit is exceeded is displayed, instead of You will get additional 'Office 365 [OfferName]'.
Cause
If there are no free required licenses, Office 365 uses the upsell mechanism to place a change order to increase the number of licenses. This is done directly from CCP v2 via Biz API. However, in case OA Billing menu items were disabled in CCP v2, this functionality becomes unavailable.
As it is stated in the documentation, "Customers are unable to place orders or manage subscriptions.." after OA Billing functionality is hidden in CCP v2.
Resolution
In order to allow the customers to place orders from CCP v2, please perform the below instructions:
- In OA Operations control panel, go to System > Settings > CCP v2 Navigation
In the list of items, select the checkboxes opposite the following items:

- Click Show.
