Office 365. Provisioning request to Microsoft Cloud fails:

4002-State Dubai in not valid in country AE.

The state name itself can vary, but the common thing is customer location - United Arab Emirates country. The State property actually reflects an Emirate name.


The State field was not set for the customer account upon initial subscription provisioning, but since this field is mandatory on the Microsoft side, application sets this field value equal to the country code - ae in this case.

Now Microsoft started to validate the State field - which caused the provisioning errors.


The issue has been addressed to Office 365 application Development team. Contact or TAM to trace the status of the fix.


  • Add the following Emirates as States in the Provider CP > Billing > System > Settings > Internationalization > Regions > States / Provinces:

    Abu Dhabi       AZ
    Ajman           AJ
    Dubai           DU
    Fujairah        FU
    Ras al-Khaimah  RK
    Sharjah         SH
    Umm al-Quwain   UQ

The country should be set as ae.

  • Correct the customer address on the OA side;
  • Correct the customer address on the Microsoft Cloud side;
