Symptoms
User's location is displayed as Localization.nl instead of country name (for instance, Netherlands) in Microsoft Partner Center.
Cause
The issue is related to Microsoft Partner Center only and caused by lowercase usageLocation property.
It has already been addressed in the Usage location is displayed incorrectly in the Admin portal in Office 365 Dedicated/ITAR (vNext) Microsoft article.
Feature Request #PFR-1364: "Office 365: "UsageLocation" User property should be sent in uppercase to Microsoft Cloud" has been created to reflect this rule on the Office 365 APS side.
