Symptoms
Some of the resellers have outdated last billing date. Attempt to bill the reseller results in the error:

The billing.log shows exception:

Cause
The issue is caused by the bug with id #PBA-83557 ("Reseller billed with errors: Cannot unregister Document ID, it is already unregistered").
Resolution
Leave the reseller without the default payment method, bill the account again ([Bill This Account] link on the general account page).
