Symptoms
Domain registration/transfer order does not finish provisioning. In the logs an exception can be seen:

Cause
The registrar does not accept the registrant name (please clarify the reason with the registrar, probably non-ASCII symbols are not accepted).
Resolution
Correct the user's name.
