Symptoms
Azure CSP Synchronize resource usage for APS application instance #123 (Azure Cloud Solution Provider) task fails:
Could not get resource usage for resource with UUID '02679929-0357-4566-8f7f-0ba4cad7396b': Could not invoke endpoint url 'https://127.0.0.1:10443/azure/aps/tenants/02679929-0357-4566-8f7f-0ba4cad7396b' of application instance with UUID '24ec87c6-8739-4424-943b-a8307eff4f10'. com.parallels.pa.service.apsclient.exception.APSInvocationException: Unrecognized REST Request: GET/aps/2/resources/null

Cause
A Reseller has two subscriptions with Azure CSP Second Tier Reseller Resource Type provisioned. This situation is incorrect, Reseller should have only one such subscription.
Resolution
Destroy one of the subscriptions.
