Customer placed an Upgrade Order for Office 365 resources. Order completed, but the provisioning itself failed with the following error in the sitelog:

Partner Exception:
Error Category: Forbidden
Service Error Payload: null
Base Description: Microsoft.Store.PartnerCenter.Exceptions.PartnerException: "Partner not enabled for this operation."


Upgrade Order was placed from the Billing CP directly. In that case, Office 365 Endpoint cannot return exception message to the request originator - the Order itself.


Use the Adjust Limit link on Office 365 CCP screen to place Upgrade Order. In this case Office 365 application is able to transfer failure message to the Order details.
