On an attempt to release an IP address in CCP > VPS > Network Settings > Release, a downgrade order appears and fails with the following output:

Upgrade failed:Parallels Operations Automation error. Resource overusage attempt #error_code #2005, extype_id #100, module_id #ResourceManagement, Resource 'rc.saas.service' overusage attempt (subscription #1234567, usage 2, limit 1).

PUT for change_environment_network will never appear in /var/log/pa/core.log and there are no tasks like "Execute operation 'change_environment_network' with ID on resource" in the Task Manager.


The issue originates from the time of upgrade of Billing to 6.0 version. APS attributes are not saved in Upgrade or Downgrade orders. All the installations with versions 6.0 and above are supposed to use Change Orders (this is a necessary pre-upgrade step for 6.0). However, switch to Change Orders was not performed at the time of the pre-upgrade actions.


In order to prevent IP release failures and any other APS upgrade\downgrade issues, follow this knowledge base article for switching to Change Orders. Please note that all steps of this article should be applied.
