Execute operation 'recreate' task fails with the output: VE is busy

The VE is stuck in STOPPING state.

Opening VE console shows that the Linux kernel could not load due to GRUB corruption. (At this point the reason for VE OS not to load could be different).

VE does not react to a graceful stop, in case there are issues with loading OS, so it becomes unmanageable.

A forced VE stop during recreation will be considered to be added in scope of CCU-16695 request.

Stop the VE forcibly in the Virtuozzo hardware node:

# prlctl stop ve-name --kill
