It is impossible to install a hotfix second time, if the first attempt failed:

# /usr/local/pem/bin/pa_updates_installer --install
2017-06-27 18:37:36.827 [ERROR] POA update failed. Check update log at /var/log/pa/update.log

The log file contains:

2017-06-27 18:37:36.827 [DEBUG] Traceback (most recent call last):
File "/usr/local/pem/var/updates/oa-7.0-9781_update01_KB131024/", line 1138, in main

The first run of hotfixes installation left a cache directory that prevents the new run.

Remove the cache files created previously:

# rm -rf /usr/local/pem/var/tmp/paic*

The issue is addressed in OAP 7.1.
