An Office365 task Provisioning "Subscription" for APS application fails with the below output:

Operation pending. Provisioning: resource 7f38eb9e-6b47-4678-ab01-c8b77a3e30d3 of type 'subscriptions' ( for APS application 'Office 365-16.5-64': Provisioning is being executed by the application.
Additional info: The password policy of the admin user was not changed: This operation cannot be performed since processing data is in progress in the Microsoft cloud. Please try again later. (The remote server returned an error: (400) Bad Request.)


GRAPH credentials are incorrect, or were not set up completely.


  1. Make sure that instructions from the KB126807 were applied.

  2. Verify that Client Secret Key specified at the Office 365 application instance properties is not expired:

    2.1. Log in to Microsoft Partner Center

    2.2. In the left menu click Account Settings

    2.3. In the left menu click App Management

    2.4. Check the value at the Expires on column

  3. If the key is expired, perform the followin gsteps:

    3.1. In the MS Partner Center > Account Settings > App Management click Add key

    3.2. Update the Client Secret Key field of the Office 365 application instance properties with the new one at OA > Services > Applications > Office 365 > Instances > app_instance > General > Edit
