Symptoms
AssignOneTimePromoCodeToSubscription_API is called with AutoCommit set to No and the transaction is rolled back after all. However the promo code is attached.
Cause
The reason of the issue is a bug with id #PBA-76311.
Resolution
Upgrade to OSA 7.1 or above.
