Symptoms
Attempt to add a user via UserAdd_API with upper-case letters in the login results in the users login converted to lower-case.
Cause
The issue is caused by the bug #PBA-76365 ("Login is converted to lowercase during UserAdd_API").
Resolution
The issue will be fixed in one of the future updates.
