Symptoms
Office365 Provisioning "Tenant" task is being rescheduled with the following output:
Operation pending. Provisioning: resource xxxx-xxxx-xxxxxx of type 'tenants' (http://www.parallels.com/Office365/Tenant/1.1) for APS application 'Microsoft Office 365-6.1-110': Provisioning is being executed by the application. Additional info: Waiting for subscriptions provisioning: SubscriptionId yyyyy-yyyyy-yyyyyy-yyyyy (OfferId zzzzz-zzzzz-zzzzz)
The following error can be found in sitelog:

System.ArgumentOutOfRangeException: Specified argument was out of the range of valid values.

Cause
Software-related issue APSA-12759: "Timer call csp subscription events producer (42) ended with the exception System.ArgumentOutOfRangeException: Specified argument was out of the range of valid values."
Resolution
The issue has been fixed in Office 365 6.2.1. Please schedule update to Office 365 .2.1 to fix the issue on your environment.
