Symptoms
Delegated resellers plan missing allowed upgrade/downgrade plan paths.
Cause
Allowed upgrade/downgrade plans were added later than this plan was delegated.
To synchronize them it is required to initiate a resellers synchronization with option "Update Plan Fees"
