Symptoms
Task to provision a 2010 SharePoint site fails with the following output

Cause
OA needs to configure some firewall rules during the creation of a Sharepoint site, but Windows Firewall service is stopped/disabled on the target server.
Resolution
Make sure that Windows Firewall service is enabled and running on the target server, then re-run the failed task.
