Symptoms
When TWO_PAGE option is set to true and there is more than 1 language configured in the store, there is no way for SECOND_PAGE_TITLE to have different values for different locales.
Cause
The issue is caused by the bug with id #PBA-68517 ("SECOND_PAGE_TITLE cannot be localized in store").
The bug is to be fixed in one of the upcoming product updates.
