Symptoms
Provider sets subscription on Administrative hold. After some time one of the pending order for this subscription got paid.
As the result the status of the subscription remains the same in Provider's BA Control Panel, however subscription gets released from hold on OA side and service is started.
Cause
Behavior is caused by internal issue PBA-65835, which will be fixed in one of the future update to BA.
Resolution
No workaround is available for the issue.
