  1. If system-wide tax exemption is enabled under Top > Billing Director > Taxation Manager > Setup > General Settings, then it affects all the foreign customers (i.e., customers that specified in their account profile a country of residence other than the Provider company resides in), no matter if a personal tax zone was created for any of them.
  2. If system-wide tax exemption is disabled, then foreign customers are always charged with taxes defined for their countries. Furthermore, if a personal tax zone is set for a foreign customer account, the customer is not charged with any tax.

Either way, personal tax zone does not work for foreign customers.


Such behavior was classified as the software issue PBAS-30045 and was fixed in OBAS 4.5.5 release..


To resolve the issue, please upgrade to 4.5.5 as described in How to upgrade OBAS system to the latest available version.

If upgrade is not an option for you, please download and install one of the hotfixes for 4.5.4 version:

hotfix for x86:

# rpm -Uvh billing-4.5.4-26.swsoft.i386.rpm
# service hspcd restart

hotfix for x64:

# rpm -Uvh billing-4.5.4-26.swsoft.x86_64.rpm
# service hspcd restart

Warning: Restart of the hspcd service will cause OBAS downtime for about 10-60 seconds.
