Is it possible to configure Auto Payments for some fixed amount when the customers balance is lower than some specified amount? Similar functionality is present for the reseller (Billing Manager > My Reseller Status "Available Balance TopUp Threshold" "Auto TopUp Amount".)

No, currently it is not possible, the feature request with id #PBA-63641 exists to implement the described functionality.
