User Attribute not asked even though its status is required

Symptoms

A user attribute was created, its status set to Required, but when creating a new user this attribute is not asked.

Cause

Issue is caused by the bug ID #PBA-24169 ("Customer Attributes applicable to users are not asked while creating a user").
