In /var/log/hsphere/hsphere.log log on the CP server SOAP request just before error looks like:

WIN SOAP request: <create xmlns="resourcemanager"><resourcename>php3</resourcename><hostname></hostname><versiontag>php5</versiontag></create>

It caused by incorrect value in H-sphere DB for resource 463628.

hsphere=# select * from resource_version where resource_id = 463628;
 resource_id | type_id | version
      463628 |      11 | php5
(1 row)

While H-sphere Windows destination server expects it to be php5_2_9

  1. Update H-sphere DB

    hsphere=# update resource_version set version = 'php5_2_9' where resource_id = 463628;

    UPDATE 1

  2. Restart H-sphere service

    [root@cp ~]# service httpdcp restart
